DLUHC has issued new actuarial guidance today. The guidance does not include any new actuarial factors, but does provide information about how the McCloud remedy will affect certain calculations. You can find the new GAD guidance covering individual incoming and outgoing transfers, early and late retirement, and an addendum for interfund transfers on the Actuarial guidance page.
